Yes. When an AWB has been created, the guard contacts carrier endpoints and requires positive confirmation before marking the label as voided. It never assumes cancellation succeeded based solely on local state.

The guard detects the IN_TRANSIT rank, halts automated voiding, and immediately generates a high-priority COURIER_RECALL_REQUIRED alert for warehouse dock supervisors.

Can stale webhooks un-cancel an order?

No. The monotonic state hierarchy strictly prevents lower-ranked fulfillment events from overwriting terminal cancellation states.
